2.0 means two speakers for two channels.
2.1 is two speakers plus one bass speaker. 

It is usually a bass speaker with a divider, divider to separate the high and low. Bass themselves put, left and right satellite speakers put high left and right channel (the same as above 2.0).

So 2.0 is two speakers, 2.1 is two speakers and a subwoofer.
If you look at this and think 2.1 is better, 2.0 is more expensive...
Generally speaking, they use 2.0 for music, 2.1 for movies and 2.1 for games.
Because 2.0 tends to be a bit of a pursuit of sound. 2.0 plastic speakers are mainly excellent in the middle frequency, and most of our music, movies and so on are more in the middle frequency.
