Plano concave lens is diverging lens. One of it's surface is flat whhile the other is an inwardly concave spherical surface.
The characteristic of concave lens is the edge are thick and the center is thin, therefore,it can not converge the light into a real image but instead causes the light to diverge outward

Negative focal length, after light passes through,it spreads out and appears to originate from a "virtual focus" in front of the lens
Imaging characteristics, it can only form a upright and magnified virtual image, and this virtual image is located on the same side as the object with respect to the lens, it can not be projected onto a screen and can only be observed through the lens.

How does concave lens work?
A concave lens is exactly the opposite with the outer surfaces curving inward, so it makes parallel light rays curve outward or diverge. A concave lens makes parallel light rays diverge (spread out) so that they appear to comee from a point behind the lens-the focal length.
A concave cylindrical lens is a divering lens, with it's surface being an inward-curving cylindrical surface. the characteristic of this lens is that only alters the light in one direction( the axial direction) while keeping the light unchanged in the perpendicular direction.
